Coppell City Council unanimously approved a zoning change on Nov. 12 that will introduce a vibrant commercial district, bringing potential opportunities for local residents.
The 16.77-acre development, located on South Belt Line Road between Dividend Drive and Hackberry Road, will feature a five-story Hilton Tempo Hotel with 140 rooms, multiple retail spaces and several restaurants. Named the Victory Shops at Coppell, the project represents more than just commercial expansion; it’s a potential game-changer for Coppell
For Coppell High School students, the new development offers more than just a shopping and dining destination. Victory Real Estate vice president Bobby Mendoza sees significant potential for local youth.
“We’re creating not just a commercial space, but a community hub,” Mendoza said. “This means potential part-time jobs, internship opportunities and a new social gathering spot for young people.”
Students are already anticipating the changes.
“Having new restaurants and shops close to school means more hangout spots and possibly job opportunities for us,” sophomore Iniya Nandakumar said.
Senior planning director Mary Poran Boswell emphasizes the strategic thinking behind the development.
“This isn’t just about adding more retail,” Boswell said. “We’re creating a linear park, adding sidewalks and designing a space that encourages community interaction.”
The development’s design includes a linear park with benches, arbors and landscaping, a feature that distinguishes it from typical commercial developments. A five-foot sidewalk will wind through the area, decorated with grass, trees, shrubs and seasonal plants, creating an inviting public space that connects the various commercial.
With 40% of the proposed buildings reserved for leasing, the development is expected to attract diverse businesses.
“We’ve heard from the community and restaurants are in high demand,” Mendoza said. “This development will provide the sit-down dining experiences residents have been seeking.”
The Hilton Tempo Hotel will serve as the development’s centerpiece, featuring a unique design with grey, white and beige stucco patterns. The five-story building will offer 140 rooms and amenities such as a fitness room, meeting spaces, an outdoor plaza and a pool.
The site has undergone significant planning iterations. In 2022, an initial concept plan included retail, restaurant, office, medical office, banquet center and daycare spaces. A 2023 revision expanded retail and restaurant space while removing medical offices and the banquet center, reflecting the community’s changing needs and preferences.
The first phase of the project will be the linear park. Local business owners are optimistic about the potential for growth. The mix of retail, dining and hospitality options promises to attract visitors from across the Coppell area and potentially boost the local economy.
As the development progresses, it promises to be more than just a commercial project—it’s a vision of Coppell’s future.
“Victory Shops at Coppell is a strategic investment in the community’s growth and vitality by offering economic opportunities, community spaces and a new dimension to local lifestyle,” Mendoza said.
