On Monday, the Coppell ISD Board of Trustees met to review building efficiencies, zero-based staffing and plans for Cowboys United: We Are The Choice.

The Board discussed optimizing student enrollment and how it intends to address the imbalances in campus populations. Currently, the trustees are considering how offering early resignation could benefit the district while 69 CISD staff positions were reduced this year. With the current amount of staff in 10 elementary schools, CISD could be teaching 573 more students than currently.
“We see the budgetary impact of not having those students in these seats,” Superintendent Dr. Leanne Shivers said. “We are not bringing in over $3.5 million, so we wouldn’t change staffing. We’re looking to increase enrollment with current students in Lakeside Elementary and Mockingbird Elementary.”
To address the overcrowding in campuses while maintaining services students currently utilize, the district will analyze enrollment by campus and grade then propose a possible boundary realignment on Dec. 15. After this, services, positions and contracts will be evaluated to spot any inefficiencies.
“Every time we can have a building that operates at what we have paid for as far as staffing, we’re operating at a higher level of efficiency,” Dr. Shivers said. “It ends up either in gaining enrollment and dollars for us or we operate more efficiently and reduce our expenditure.”
While the district addresses the gap between staffing and seats filled, Cowboys United focuses on making transfer enrollment opportunities for students more accessible. Its current goal is to gather data and raise awareness to parents with surveys and mailed postcards in the district. The district plans to organize events such as Every Voice, Every Block. This event entails the CISD school board, administration and volunteers walking from home to home and educating households about enrolling their child into CISD. Cowboys United would like for around 400 volunteers to attend.
“We’re going to do a school choice fair. We’re going to let all of our campuses shine and show programs and opportunities,” chief communications officer Angela Brown said. “We’re looking at how we can turn our events into great engagement activities where families can learn.
