Council approves dog tethering ordinance, tax bonds

Tuesday night, the Coppell City Council met to discuss designating the week of May 16-22 as “National Public Works Week”, approve Obligation Refunding Bonds and amend Chapter 9 Section 1 and 3 for a Dog Tethering Ordinance. Tuesday evening, the Coppell City Council held a meeting to address the issues and concerns of the citizens of Coppell, such as the Dog Tethering Ordinance and the Obligation Refunding Bonds that needed to be approved by Mayor Karen Hunt and the council members. 

The dog tethering ordinance was issued by Coppell Police Chief Danny Barton. The main concern for citizens is leaving a dog tethered without supervision could leave dogs open to harm from other animals. The ordinance says that one must be present with a tethered dog. In emergency situations, there is a one hour window to leave the tethered dog. In extreme weather conditions, it is prohibited to leave your dog unattended. Council member Biju Mathew moved to approve the agenda and all were in favor.

“We haven’t had any tethering issues yet, but I can’t say for the future,” Barton said. “This ordinance came from a lot of citizen input.” 

Items 9 and 10 discussed the approval of an ordinance authorizing the issuance and sale of “City of Coppell, Texas, General Obligation Refunding Bonds, and the Combination Tax and Limited Surplus Revenue Certificates of Obligations “Series 2021,” approving various documents related to such bonds. Through a GI refunding bond ordinance and validating AAA’s, there can be $1.5 million in gross savings.

“Whenever the rating agencies are looking for ratings, they aren’t just looking for today,” Coppell assistant director of finance Kim Tiehen said. “They also look at the past and the future, so all three of those are taken into account.”

The Senior Center Roof agenda needed approval for awarding a contract for the metal restoration/re-coating of the roof at the Coppell Senior Center to the Garland Company for $157,500 and authorizing the city manager to sign any necessary documents. The proclamation was unanimously approved.
